Liz Smith, Conservative MSP for Mid Scotland and Fife, has submitted a proposal for a Members Bill to the Scottish Parliament which would provide a statutory obligation to ensure that young people aged 12 - 16 in local authority-run and grant aided schools in Scotland are provided with the opportunity to experience residential outdoor education.
